NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Clark County,
Nevada will hold a public hearing at 10:00 a.m. local time, or as soon thereafter as
the matter can be heard, on Tuesday, May 19, 2026, in the Commission Chambers at
the Clark County Government Center, 500 South Grand Central Parkway, Las Vegas,
Nevada. The public hearing will be held with respect to a plan by the Colorado Health
Facilities Authority to issue its Revenue Bonds (Intermountain Health) in one or more
series over the longest period permitted by law and in an aggregate principal amount
not to exceed $864,000,000 with respect to facilities located in Clark County, Nevada
(the "County"). The proceeds of the bonds issued under such plan (the "Bonds") will
be used to (a) finance, refinance, or reimburse the costs of acquiring, constructing,
renovating and equipping certain health care facilities (the "Health Care Facilities")
at the locations listed below, (b) provide one or more debt service reserve funds for
the benefit of all or a portion of the Bonds, if deemed necessary or desirable, (c) pay
a portion of the interest to accrue on the Bonds, if deemed necessary or desirable, (d)
pay certain working capital expenditures, if deemed necessary or desirable, and (e)
pay certain costs of issuance of the Bonds, including the costs of any credit or liquidity
enhancement thereof, if deemed necessary or desirable.
The Bonds will be qualified 501(c)(3) bonds (as defined in Section 145 of the Internal
Revenue Code of 1986, as amended), and the proceeds of the Bonds were or will be
used to finance, refinance or reimburse the costs of acquiring, constructing, improving
or renovating the Health Care Facilities (including related land costs) listed below and
the costs of acquiring and installing equipment (including, but not limited to, medical
equipment, computer equipment, office equipment and general building equipment and
fixtures) used or to be used at the Health Care Facilities listed below. The initial owner
or principal user of the Health Care Facilities described below is or will be Intermountain
Health Care Inc., a Utah nonprofit corporation, or one of its affiliates. A general functional
description of the type and use of each Health Care Facility, the location of each such
Health Care Facility, and the estimated maximum aggregate principal amount of Bonds
to be issued with respect to each such Health Care Facility are listed below:
1. Nevada Children's Hospital, a new 830,000 square foot children's hospital and the
related parking garages, office buildings, wellness centers, hospice facilities, medical
education facilities, clinics, warehouses, and other buildings, all located on the Nevada
Children's Hospital campus, to be located on approximately 33 acres on the southeast
corner of Durango Drive and Patrick Lane in Las Vegas, Nevada - $800,000,000; and
2. Badura Clinic, a 92,000 square foot clinic and the related parking garages, office
buildings, wellness centers, hospice facilities, medical education facilities, clinics,
warehouses, and other buildings, located at 8350 West Badura Avenue, Las Vegas,
Nevada - $64,000,000.
The public hearing is required by Section 147(f) of the Internal Revenue Code of
1986, as amended. At such public hearing there will be an opportunity for persons to
express their views concerning the foregoing. Anyone may appear in person at such
public hearing or submit written comments to be considered thereat.
At the time and place set for the public hearing, interested persons will be given
a reasonable opportunity to express their views, both orally and in writing, on the
merits of the plan of financing, the location of the Health Care Facilities, the issuance
of the Bonds or related matters. Persons wishing to express their views on the merits
of the plan of financing, the location of the Health Care Facilities, the issuance of
the Bonds or related matters may send an email in advance of the public hearing to
comment@clarkcountynv.gov. Written comments should identify the agenda item to
which the comment relates. The agenda item may be found in the agenda which will
be posted by the County three (3) business days in advance of the public hearing at
