These Notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Henderson.
REQUEST FOR RELEASE OF FUNDS
On or about Wednesday, February 25, 2026, the City of Henderson will submit a request to the U.S Department of Housing and Urban Development, Region 9 (HUD) for the release of HOME Investment Partnership Program (HOME), under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake a project known as Casara at West Henderson for the purpose of constructing 389 one-, two-, and three-bedroom attainable housing units across four buildings, two two-story and two three-story. The development would provide housing opportunities for West Henderson households with incomes at or below 60% of Area Median Income. The project site is portions of Clark County Assessor Parcel Numbers 191-17-501-011 and 191-16-101-005, at the southeast corner of Las Vegas Boulevard South and East Larson Lane. The project site is approximately 15.90 acres.
Estimated Total Project Cost: $118,868,225
Henderson HOME Funds: $1,198,500.63
FINDING OF NO SIGNIFICANT IMPACT
The City of Henderson has determined the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically on the HUD Environmental Review webpage at https://cpd.hud.gov/cpd-public/environmental-reviews . PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this agency may submit written comments to Claudia Young, City of Henderson Office of Community & Neighborhood Programs at Claudia.Young@|cityofhenderson.com. All comments received through Wednesday, February 25, 2026, will be considered by the City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Henderson certifies to HUD that Hayley Jarolimek in her capacity as the Manager of the Office of Community & Neighborhood Program and Certifying Environmental Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Henderson to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Henderson's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City; (b) the City has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR, Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in writing in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the U.S Department of Housing and Urban Development, HUD San Francisco Regional Office, One Sansome Street, Suite 1200, San Francisco, CA 94104. Objections can also be submitted to rrofsfro@hud.gov. Potential objectors should contact rrofsfro@hud.gov to verify the actual last day of the objection period.
