NOTICE OF REQUEST FOR RESPONSE NO. 2026-03
NOTICE IS HEREBY GIVEN that the Nye County Board of Commissioners, on behalf of the County of Nye, State of Nevada, invites responses for: Nye County Fairgrounds Well #2 Drilling, Construction & Testing.
The work generally consists of furnishing all labor, materials, equipment, and services necessary to drill, construct, develop, test, and equip a groundwater production well, and to construct a water truck fill station adjacent to the well. Major components of the project include, but are not limited to:
- Drilling and installing surface casing and sealing with concrete grout to a minimum depth of 50 feet
- Drilling a 19-inch diameter borehole for the production well
- Performing geophysical logging of the borehole
- Furnishing and installing well casing, well screen, tubing, filter pack, and sealing materials
- Conducting well development including air reverse development and development pumping
- Performing video inspection, casing alignment testing, and pump testing including step-drawdown and constant rate tests
- Disinfecting the well following development and testing
- Managing and containing drilling fluids and cuttings onsite
The project also includes construction of a water truck fill station, including:
- Furnishing and installing a pump with drop pipe and required fittings
- Installing piping with meter from the wellhead to the truck fill station
- Furnishing and installing the truck fill station with support structures and concrete footings
- Installing two electrical panels (one for pump operation and one for future site use)
- Installing a shade structure to protect electrical panels
- Installing fencing to secure the well and equipment site
A non-mandatory pre-response meeting will be held on Thursday, April 2, 2026 at 10:00 am at the Nye County Public Works Department located at 2041 E. Calvada Blvd. North, Pahrump, NV 89048.
All responses must be in a sealed envelope clearly marked Bid No. 2026-03/PWP-NY-2026-196: Nye County Fairgrounds Well #2 Drilling, Construction & Testing, Pahrump, Nye County, Nevada. No verbal, e-mailed, or facsimile transmitted responses will be accepted or considered. Responses will be accepted by the Nye County Finance Department, Attn: Purchasing and Contracts Administrator Honey Strozzi, 1981 E. Calvada Blvd. Suite 100, Pahrump, Nevada 89048 until 2:00 p.m. April 23, 2026. Bid opening will commence at 2:00 p.m. April 23, 2026, at the Nye County Finance Department, 1981 E. Calvada Blvd., Pahrump, Nevada 89048.
This project is funded with federal Community Development Block Grant (CDBG) funds and is subject to federal labor Standards which includes Davis-Bacon wage rates and Section 3 requirements. Section 3 Business Concerns as well as minority and women owned businesses are encouraged to respond to this request. All contractors and sub-contractors must be registered and active in SAM.gov and have a Nevada Contractor's License to be considered eligible for this federally funded CDBG project.
This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
