NOTICE IS HEREBY GIVEN that on August 6, 2024, the
Clark County Department of Environment and Sustainability's Division of Air Quality
(DAQ) received an application to renew the Title V air quality operating permit for an existing stationary source of regulated air pollutants operated by Creech Air Force Base (Source ID #00473). The source is federally owned military installation that consists of a flight line and associated industrial infrastructure directly supporting flying operations, along with commercial and industrial uses that support the base's mission. The source is located at 1065 Perimeter Road, Creech AFB, Nevada 89018. The Control Officer has made a preliminary determination that the application complies with all Clark County Air Quality Regulations, Nevada Revised Statutes Chapter 445B requirements, and the Clean Air Act (42 USC § 7401, et seq.), and should be approved.
NOTICE IS FURTHER GIVEN that anyone may submit written comments on the application and relevant documents to DAQ during a 30-day public comment period that starts Friday, June 20, 2025, and ends Saturday, July 19, 2025. DAQ must receive any written comments at its offices at 4701 W. Russell Road, Suite 200, Las Vegas, Nevada 89118 by Saturday, July 19, 2025, at 5:30 PM. Any person may request a public hearing during this period by filing a written petition with the Control Officer containing the petitioner's name, address, daytime telephone number, email address, and reason for requesting a hearing. Comments may be submitted electronically to AQPermitting@ClarkCountyNV.gov. The Control Officer shall consider all written comments, all oral comments if a public hearing is held, and all other documents on the administrative record before taking final action on the permit.
Under the applicable rules, the facility is considered a major source of regulated air pollutants. Its potential to emit the following regulated air pollutants is projected to be (in tons/year): PM10=4.04; PM2.5=4.04; NOx=112.16; CO=29.17; SO2=0.87; VOC=31.94; HAP=9.55.
PETITION FOR REVIEW: Title V operating permits are also subject to review and approval by the U.S. Environmental Protection Agency (EPA). If EPA does not object to the proposed permit during a 45-day review period, the public may petition EPA to object to the proposed permit within 60 days of the period's expiration. The petition must be based on objections raised with reasonable specificity during the public comment period, unless the petitioner demonstrates that it was impractical to raise objections then or that the grounds for objection arose after the comment period.
