30 DAY NOTICE OF PUBLIC HEARING TO AMEND CLARK COUNTY AIR
QUALITY REGULATIONS REGARDING SECTIONS 108, 121, AND 122
NOTICE IS HEREBY GIVEN that Clark County proposes to adopt ordinances creating new
Sections 108 and 122; and repealing Section 121. Section 108, "VOC Emissions Control for
Paper, Film, Foil, Fabric, or Vinyl Coating Operations," addresses control techniques guidelines
(CTG) reasonably available control technology (RACT) requirements to reduce volatile organic
compound (VOC) emissions associated with the production of ground level ozone. This rule
will establish emissions standards, work practices, emissions control systems, recordkeeping,
and reporting requirements. Section 122, "Reasonably Available Control Technology for
Major Sources in HA 212," is a new section that codifies RACT determinations completed
for certain major stationary sources in the serious ozone nonattainment boundary. Section
121, "Reasonably Available Control Technology Determinations for Specific Major Stationary
Sources in the 2015 8-Hour Ozone NAAQS Moderate Nonattainment Area HA212," is proposed
for repeal because the adoption of Section 122 made it obsolete.
The Board of County Commissioners will consider the proposed ordinances at a public
hearing on Tuesday, June 2, 2026, at 10:00 a.m. in the Commission Chambers, Clark County
Government Center, 500 S. Grand Central Parkway, Las Vegas, NV.
Copies of the proposed ordinances may be reviewed at the Division of Air Quality, 4701 W.
Russell Road, second floor, Las Vegas, Nevada 89118. Alternatively, the draft ordinances are
available for review on the DAQ website at https://bit.ly/rulespubnotice. Copies may also be
obtained by contacting Jennifer Lipkin at 702-455-1634 or AQRegulations@ClarkCountyNV.gov.
